Description

The UN Office for the Coordination of Humanitarian Affairs (OCHA) operates a dedicated mobile network, primarily for emergency response and humanitarian aid coordination in various regions worldwide. Utilizing Mobile Country Code (MCC) 901, which is a special code allocated for international organizations, and Mobile Network Code (MNC) 88, this network ensures reliable communication where terrestrial infrastructure may be damaged or non-existent. This facilitates crucial connectivity for aid workers in the field, allowing for effective information sharing, disaster assessment, and logistical coordination. While not intended for public use like commercial networks such as Vodafone or Airtel within specific countries it operates, its purpose is vital for saving lives and facilitating humanitarian assistance.

Unlike typical mobile network operators focused on consumer or commercial services, OCHA's mobile network is designed for resilience and interoperability in challenging environments. This necessitates specialized equipment, satellite backhaul, and robust security protocols. This network often operates alongside other emergency communication systems, such as satellite phones and HF radios, to provide a comprehensive communication solution in disaster-stricken areas. Its unique use-case means that it's regulated differently, focusing on rapid deployment and operational efficiency for humanitarian purposes across diverse global locations, a far cry from the regulatory landscape faced by standard commercial networks.
